That's an easy one. Simply explain to the young chap that while the gaming console is indeed his, he should rightfully be able to play it whenever he so chooses. But since the device runs on electricity that he DIDN'T pay for, he will be subject to metering by the people who DID pay for it. Make him pay you five bucks for the privilege of powering up his device every time he wants to use it. That should set him straight fairly quickly.
